On April 16, 2025, Secretary of State Marco Rubio formally announced the closure of the State Department’s Counter Foreign Information Manipulation and Interference (R/FIMI) office — previously known as the Global Engagement Center (GEC).
The office, established in 2016, was created to detect and respond to coordinated disinformation campaigns by foreign adversaries including Russia, China, and Iran. Its closure was justified as a move to stop alleged “censorship” of American voices, though no specific legal wrongdoing was cited, and the agency’s budget (~$50 million) accounted for a fraction of State Department spending.
The action permanently eliminates the federal government’s primary interagency structure for monitoring and combating foreign information manipulation. No replacement structure has been proposed.
